Heather Clark serves in the White House Climate Policy Office as Senior Director for the Building Sector where she oversees the White House’s climate policy for the building sector. As both a climate policy and technical buildings expert, during her career Heather has orchestrated some of the most cutting-edge decarbonization projects in the US in affordable housing to ensure that disenfranchised communities benefit from the transition to a clean energy economy. She is part of the force behind the April 24 announcement from The White House – the new rule sets into motion the requirement that federal agencies phase out fossil fuel usage in new federal building construction or major renovation by achieving a 90% reduction in fossil fuel use for new projects starting between 2025 and 2029 and eliminating on-site fossil fuel usage in new projects beginning in 2030. Heather joined the White House from RMI where she worked on federal and state climate policy to advance equitable decarbonization of buildings with a focus on affordable housing. At RMI, Heather also led technical and deployment strategies to cut emissions in existing buildings. Prior to RMI, Heather founded Biome Studio, a design and development consultancy. Earlier in her career Heather was an affordable housing developer. She established WinnCompanies green building division for 90,000+ affordable apartments. Heather also created one of the first breakthrough solar power purchase entities for affordable housing and spearheaded the first large-scale deep energy retrofit in the US. Heather served under Governor Deval Patrick as the first Energy Efficiency Expert on the Massachusetts Energy Efficiency Advisory Council that oversees the Commonwealth’s utility energy efficiency programs. While at the New York State Energy Research Development Authority (NYSERDA), Heather was the New York State Director for the US Department of Energy’s Rebuild America Program. Heather holds an MS in Real Estate Development from Massachusetts Institute of Technology and a BS in Environmental Science and Community Planning, summa cum laude, from Cornell University. |
